POSITION DESCRIPTION: OASIS SYSTEMS INC. SR. PROJECT MANAGER
Position Location: HQ AFGSC, Barksdale AFB, LA.

POSITION: MEECN Program Liaison to Air Force Global Strike Command (AFGSC)
SECURITY CLEARANCE/LEVEL: Top Secret preferred
PRIMARY FUNCTION(S):
Support the Minimum Essential Emergency Communications Network (MEECN) programs as a Program Analyst and Liaison to AFGSC/A5. Provide program management and technical support in the following areas: program analyses, cost and feasibility studies, war fighting requirements analysis, and requirements support to test planning. Support HQ AFGSC in planning, programming, and budgeting system (PPBS) related issues. Assist in providing timely and meaningful inputs regarding proposed Air Force and DoD policies related to Nuclear Command and Control (NC2) and MEECN programs.
RESPONSIBILITIES:
•Analyze requirements, acquisition, and programmatic documents to support strategic program management and AFGSC’s planning processes
•Analyze long range plans, mission area plans, resource allocation plans, budgeting and requirement generation processes
•Review and summarize national level guidance that bears on/impacts the ICBM leg of the TRIAD, the Force Applications missions, and ballistic missile technology
•Analyze USSTRATCOM and USSPACECOM operational requirements and integrate those needs into the AFGSC PPBS and requirements generation system
•Analyze present/future AFGSC missions/plans to support development of operations requirements, test plans, analyses and reports, concepts and new systems applications
•Analyze roadmaps for force applications missions and future acquisition efforts of the ICBM System Program Office and Air Force Research Laboratory programs such as a Science and Technology Roadmap for the next generation of ICBM
•Maintain currency on nuclear C2 capabilities supporting EAM injection and nuclear C2 platforms and document the results in new and updated MAJCOM requirements
•Provide programmatic support for the MEECN financial portfolio that includes AF, Navy, and NSA appropriated funding.
•Analyze information technology and computer defense strategies for current and future weapon system and emergency action message command control systems
•Participate in competitive MEECN source selection processes and DoD required Integrated Baseline Reviews (IBR) with Integrated Product Team (IPT) Control Account Managers (CAMs) for MEECN prime contractors
•Analyze alternative strategic NC2 systems technologies to reduce near-term risks associated with unique manufacturing processes, vanishing supplier bases, and continued reliance on unique materials to ensure validated sustainment requirements
•Provide acquisition and programmatic support at all reviews for MMP Upgrade, Sustainment of MMP Upgrade, planning meetings for the Advanced Extremely High Frequency (AEHF) interface for MMP Upgrade, and MEECN Systems Improvements (MSI) long range planning meetings.
QUALIFICATIONS:
Degree Requirements: Master’s Degree preferred. Degree in technical area preferred.
Relevant Experience: Fifteen years experience supporting Air Force acquisition programs as program manager, MAJCOM requirements lead, or Program Element Monitor preferred. Operational experience in the nuclear C2 mission area and experience in MEECN programs is highly desirable. Working knowledge of the PPBS process is required in order to develop and advocate funding requirements within the AF/DoD corporate budget process. Capable of operating the Budget Document Support System (BDSS), Integrated Budget Documentation and Execution System (IDECS), and Resource Allocation Programming Information Decision System (RAPIDS) data bases. Understand CJCSI 6811.01 Nuclear Technical Performance Criteria and its application to warfighter mission needs. Excellent analytical skills, written and verbal communications skills, a positive attitude, ability to work well with others and flexibility to changing workloads. Self-starter, able to work independently with minimal supervision.
ADDITIONAL INFO:
Approximately 15-20% CONUS travel may be required.
