Project Manager Defense
POSITION: Senior Program Management Support - Space and Nuclear Network Group
PRIMARY FUNCTION(S):
Provide senior level program management and acquisition expertise to the Ground Element MEECN Systems (GEMS) program in the 639 ELSS. Prepare, review, and revise program planning documents. Assist in developing re-baseline RFP and evaluating contractor proposal. Assist in preparing Milestone C documents. Evaluate contractor performance and provide recommendations to improve cost/schedule/technical performance. Lead PASS contractor team supporting GEMS and integrate efforts of all GEMS Integrated Product Teams Integrated Product Teams (IPTs).
RESPONSIBILITIES:
Assist in overall management of the GEMS program. Evaluate contractor performance and identify program issues. Develop and recommend creative and innovative solutions to problems and advise management regarding those solutions and recommendations. Contribute ideas, apply principles, methods and knowledge to develop strategies, processes, and recommendations for specific task or project requirements. Assist in managing System Development and Demonstration activities and production planning activities. Provide project management expertise and guidance IAW DoD 5000-series policies, procedures and regulations. Review and articulate requirements from directives, plans, and other documents and include recommends actions. Develop risk reduction/mitigation approaches for improving program planning, control, and execution. Prepare and present briefings and reports. Manage all PASS support to the GEMS program by coordinating requirements with the Government PM, assigning tasks to PASS personnel, and providing all guidance necessary to achieve a highly functioning team. Support the Government PM and Deputy PM by facilitating the integration of all program IPTs.
QUALIFICATIONS:
Degree Requirements: Masters Degree strongly preferred
Relevant Experience: Twelve years experience on DoD or Air Force acquisition programs. Knowledge of DoD acquisition policies, procedures, and regulations required. Working knowledge of related disciplines in Systems Program Office environment required. Experience with DoD Contractor tasking, progress reviews, and management desired. Knowledge of SNNG programs desired. Must have a positive attitude, ability to work well with others and flexibility to changing workloads. Possess ability to work independently with minimal supervision. Working knowledge of Microsoft Office (to include Microsoft Project) required.

Travel: Approximately 20 – 30% CONUS travel may be required
