| Chief Engineer-Performance Modeling and Simulation |
|
POSITION DESCRIPTION - Essential Job Functions and Responsibilities include:
The Chief Engineer will provide technical guidance across the Application Performance Analysis (APA), Network Quantification Analysis (NQO) and Certification and Test (CAT) divisions. This includes meeting with potential customers, and providing technical impacts on RFC/ECP and advancing programs, and development of the engineering staff. The Chief Engineer is responsible for developing critical presentations, papers, and hosting discussions which describe the environment and recommendations for changes. Functions include planning, analysis, network design and development, assisting in risk assessment, monitoring and analyzing system capacity and performance, and conducting bandwidth assessment/study activities.
Duties and qualifications, identifying both essential and marginal duties:
Key duties relevant to this position are analysis and definition of requirements, implementation of architecture and infrastructure, development of system specifications and description documents, configuration and optimization of system components, monitoring and analysis of system capacity and performance, identification of the test schedule, and development of test frameworks, test strategies, test plans, test cases, and test reports. This includes monitor and analyze system capacity and performance, and diagnose and resolve defects.
Ability to work with customers and team to refine requirements to workable concepts and approaches
Provide Systems Engineering to design and implement multiple data gathering efforts as needed
Analyze and evaluate networking technologies such as IP, MPLS, ATM, and Frame Relay
Possess an understanding of various networking infrastructure components; routers, switches, etc
Ability to perform tasks in a timely and accurate manner
Ability to function well in a rapidly changing, multi-tasking environment
Ability to produce accurate, orderly and complete documentation
Ability to present results and findings in a straightforward, understandable manner
Able to work within a team environment
Able and willing to travel when needed
Typical Outputs and Deliverables:
Documentation of test artifacts (e.g., screen captures, input/output files, logs, any data, and actual test results)
Test plan and test procedure (results) for each version of software tested, to include a description of the test environment, resources and tools
Detailed bug report for each release and documentation of any bugs found, their criticality, and any open defects
Review documentation (e.g., TRR (Test Readiness Review), QLR (Quick Look Report), high-level Defect Summary Report (to include regression testing)
RVTM (Requirements Verification Traceability Matrix) to ensure that all requirements were tested according to the plan
Documentation of any lessons learned
Analysis and definition of requirements
Development of system specifications and description documents
Configuration and optimization of system components
Monitoring and analysis of system capacity and performance
Diagnosis and resolution of problems
Configuration management and risk assessment

Education, Skill, and Experience Requirements:
BS in Electrical Engineering, Mathematics, Systems Engineering, IT Networks, or related subjects and 10+ years of experience in network engineering, requirements, design, or modeling or equivalent work experience.
Proficiency in oral and written communications
Experience in classified networks a plus
Current IA Certification highly desired
IA Certification Requirements:

- If the candidate has no security related certification: assign CISSP certification training.
