Program/Project Manager  
SKILL/PROFESSIONAL EXPERIENCE REQUIREMENTS:

Duties include ensuring that projects are managed according to best business practices (Project Management International standards). These include schedules, resources allocation tables, work breakdown structures, and project plans. The Project Manager is responsible for ensuring that all activities are accomplished within the general scope of the task order, monitoring adequate availability of the funds for authorized work, resolving management and programmatic issues, monitoring/ensuring performance within budget and schedule, monitoring appropriate approval procedures for the authorization of the Other Direct Costs (ODCs), and facilitating/maintaining effective interaction and coordination between Government customer project leads and COTR, and ALCOSYS’ project leads.

The ALCOSYS PM will:
- Manage teams of subject matter experts (SMEs);
- Prioritize requirements;
- Maintain a master schedule for all certification projects and activities, which addresses the following items:
o Baseline schedules that identify schedule slippage.
o Resource mapping to projects and activities (contract personnel assigned).
o Critical path identification for high-priority projects.
- Communicate progress to Government Task Managers;
- Manage scope and expectations; and
- Coordinate external and internal project resources.

Experience managing general Information Technology (IT) projects is required. Knowledge of and/or experience with the following is required:
- National Industrial Security Program Operating Manual (NISPOM)
- Federal Information Security Management Act (FISMA), November 22, 2002
- Federal Information Technology Security Assessment Framework (FITSAF), November 28, 2000
- Office of Management and Budget (OMB) Circular A-127, Financial Management Systems
- OMB Circular A-130, Management of Federal Information Resources
- National Institute of Standards and Technology (NIST) Computer Security Resource Center (CSRC) Standards, Guidelines, Special Publications
- Privacy Act of 1974 (As Amended)
- National Institute of Standards and Technology (NIST) Special Publication 800-37, Guide for the Certification and Accreditation of Federal Information Systems
- DoD Information Assurance Certification and Accreditation Process (DIACAP)
- International Information Systems Security Certification Consortium (ISC2) Standards
- Director of Central Intelligence Directive (DCID) 6/3 Protecting Sensitive Compartmented Information Within Information Systems - 05 June 1999
- ICD-503, Intelligence Community Directive – 15 September 2008


QUALIFICATIONS:

EXPERIENCE: Minimum 10 years with four (4) or more years managing IT and/or security related programs/projects
PMP certification (required)

EDUCATION: Minimum Bachelor’s degree in IT, Systems Engineering, Management, Finance, or related discipline preferred
Security background (preferred); CISSP, CISA, CISM, CGEIT, etc. certification a plus

CLEARANCE: Minimum Secret; Top Secret SSBI preferred

JOB LOCATION: Crystal City, VA; Travel is anticipated to CONUS and OCONUS locations.

Compensation
Total Compensation: $100,000 - $125,000 annual salary.
